Help! MECA

I had been listening on trucktracker 3 w/ Marion County Dept. Now, I cannot hear anything. I inputted the list for the digital system found on the website for public safety. Still, don't hear anything. What would anyone recommend?
I am frustrated. Do I need to input the government freq for everything to work or am I missing a freq? Let me know what your thoughts are.

It has to be a Digital Scanner Uniden 396T 996T 796D GRE 500 or 600 or a radio shack 2096 or 96
to hear the new MECA and you only put in the freqs for the Public Safty site 01 262-101 SYS 1 for fire PD only
Goverment freqs are for Indy Go Bus and DOT and so on make sure to program them seprate
