If you press the WX button, it should tune to or scan the weather radio channels. Your local weather station is on 162.450 do you receive that?

Remove your antenna and stick about an 18" piece of wire into the center of the BNC connector. If you can't receive the NOAA weather station in Freeport, something is wrong with your scanner. Typical weather stations run 1,000 watts and the one in Freeport is only about 8 miles away. The WS1040 and similar scanners (PSR-500, PRO-106, and PRO-651) have a common problem with the solder connection from the antenna connector to the circuit board breaking. If you can't receive NOAA weather, that is most likely the cause of your problems.

I have not tried wire trick yet but I did pop the scanner cover apart and the solder connection for antenna looks intact under magnifying glass.
The wire will answer the question if you have a bad antenna. Take a close look at the center pin on the antenna and see if it is pushed in or broken off.

Did you get a chance to try the wire?
Broken solder connections can be very difficult to see. If the wire does not work, carefully put a little pressure on the BNC connector while the wire is still in the connector to see if NOAA weather cuts in and out.
