Help With Unidentified Federal System, Durham NC Area

Four years ago I posted about an unidentified 400 mhz P25 system, at the time it was a Phase 1 system. Not being in the area to monitor the system very often I kind of forgot about it. Today I again heard it and apparently it has been upgraded to a Phase 2 system. There is very little traffic on the system and users are able to make private calls from radio to radio. I've still not ID'd the system, but am leaning towards a second Durham VA system due to the similar NAC 841/System ID BEE00.845 with the known Durham VA system BEE00.8B9 NAC 8BO. Any help in IDing this system will be appreciated.

163.1375 $293 is 100% the USCG CG/NET-113
just looked through the thread and saw:

406.550 ($315) ONLY ENC, RIDS 1XXX,
163.1375 ($293) USCG?,

anyone nail those down? totally new to me. do they appear limited to KRDU actual, or just the RDU area?
