HIWIN Unidentified Talkgroups

Some talkgroups recorded last week on West Maui during the first Kona Storm - as I am not from the area, I do not have enough information to submit. Maybe this will help someone:

7823 - "Oscar 5 to ARFF". TG ID numbering suggests HNL airport operations of some sort.
7880 - had voice traffic, but nothing I could even discern.
7881 - communications between two people, "are they going to following you?" and "we got the west side locked down"
7950 - communications between emergency shelters in Kula, and on Lanai and Molokai

Overall, this system seems like it would be difficult but satisfying to map out. Things that I could identify, I submitted. There are no site licenses (WPTZ784 seems to be used as a blanket 700mhz license to State), but HIWIN website does have a coverage map with site names and locations - just no frequencies. If someone more local to the areas had that and RSSI monitor, the puzzle could be put together better.

7823 is connected to PHNL
The others i'm not really sure but if you still have recordings of each talkgroup I highly recommend you share it, I could probably make out some of it and assume their purposes.
There's still a handful of unknown talkgroups here in Oahu. From what I can make out, anything above 81XX is what I assume federal.

Unfortunately, I do not have the recordings anymore. However, digging through some documents related to Hawaii TRS networks, I found the following:


Specifically, on pages 75 to 77, it outlines the basic structure for talkgroups, radio ID and site numbers in an effort to standardize everything across the island chain. In it, the second digit of "8" in TGID indicates DOT as the owner of the talkgroup.

Take it with some grain of salt, as the document is quite aged now, and I have confirmed two sites (7 and 9) in Maui county that do not follow the site numbering convention, but overall, this seems like a helpful document to figure things out.

I would want nothing more than to spend parts of my winter in HI confirming this, but you know...life and money kind of get in the way of all that.

Whoa, good calls on that document!
I used to skim through it all the time whenever I get bored, and I didnt even realize that was there, thats actually a pretty impressive find. The PDF is a little old but I think it still holds some validity, there may be an updated one soon.

I too am also trying my best to identify the unknown talkgroups but theyre just so random like I have no clue what theyre even talking about

Yeah, I'm glad I found that document too. Had a lot of time to monitor and research when I was there during the first Kona Low.

I'm sure you've seen it, but there is also this map - ArcGIS Web Application

This would allow sites to be identified very easily if in the area. I've put them on an excel document and started matching them against known sites - let me know if that's something you want, because I won't be able to get too far with it from 2500 miles away. I've mapped out our Statewide P25 LMR system many years ago here in AK, and this just felt like a neat new challenge.

Id definitely recommend sharing the recordings, especially if they are already identified. It would be cool to hear stuff from other islands!

Just shared some Pro96 tower, TG, and radio files. Not sure the best way to share audio files?
Thanks, I will take a crack at these. Not sure about the audio - if someone else has the interest, they can suggest. As I don't live here, I wouldn't really be able to suggest proper TG names.

I made additions to the Database based on those files, and some of this definitely helped.

Do you remember if you were able to monitor Maui sites 146 and 148 from the West side of Big Island? If you were able to receive those signals, then those are the two sites in Hana.

Beyond that, another observation from the DB and monitoring that may spark interest:

The following site pairs share exactly the same frequencies and similar site numbering, and all are listed for Maui, so chances are that one of these sites per pair isn't actually a Maui county site:

Sites 1-28/1-128
Sites 1-46/1-146 (146 was showing as a site neighbor in Maui)
Sites 1-48/1-148 (146 was showing as a site neighbor in Maui)
Sites 1-67/1-167 (167 could be monitored from West Maui)
Sites 1-71/1-171 (167 could be monitored from West Maui)

If sites 28-71 are showing up as neighbors or have signals on Oahu, I would venture a guess that these are Oahu sites. But again - no way to personally confirm it.

That's probably all the work I am going to be able to do without any new info.

Ok sorry for the delay, thanks to the magic of picture location metadata I have determined the following

I picked up 1-146 1-007 1-190 near Kaloko south of the Hwy 180 and Hwy 190 junction, I think it was at a coffee plantation if my memory was correct.

I also picked up 1-007 1-146 down by Kona Airport and further north.

I picked up 1-148 from up near the Waikoloa resorts

From up on the hill at Waikoloa Village I was able to pick up 1-148 1-194 1-007 1-146

From Mauna Kea Visitors Center I got 1-208 (Kulani Cone I think)

From Hilo I don't think I got any HIWN 700 action, I think I scanned the band and didn't find anything. Just some of the Hawaii County VHF P25

Site 1-208 is located at the USCG station at the entrance to the Port of Hilo. 1-209 may be Kulani Cone.

Weird we were literally just down the street from the Port of Hilo at Big Island Roasters loading up on my favorite coffee and I'm pretty sure I scanned the 700 band for activity while we were there and I heard nothing. Maybe it was offline for some reason when we were down that way. Unless I was getting desensed by a nearby cell tower, as I remember there was a big one across the street. I had two or three phones with me mapping Verizon, FirstNet and T-Mobile for the cellmapper.net project, so I am usually keyed into nearby cell towers to identify and locate.
Oh well gives me a another reason to go back :cool:

Hilo airport security and fire are on that site. Also, court and state building security.

Based on this, 1-007 is definitely a site on Lanai and 1-148 and 1-146 are East Maui sites in Hana.
