The other issue is while there are a ton of folks that maintain and admin these systems, the number who work in the factory to assemble, program and stage them is a lot less. In addition, the software tools required to stand up these systems often does not leave the factory floor, unlike the subscriber internal software.
Not saying its not do-able, some of those folks are on the various forums, but especially in a Motorola system, everything has to be just right and its a lot more than hooking up a few repeaters to a brand x network switch and a control channel appears.
