Home Patrol 2 in Manchester

I have an HP 2 and I also cannot receive my local city Police Department. I live in Manchester, New Hampshire and my ZIP Code is 03109. I have tried everything through Sentinel and all the settings I could get into on the scanner. I receive everything fire other police departments that are close by the city state police, but I cannot get my local city police department once in a while. It will flash on, but there will be no modulation is there a setting that I need to set or did the police department go to digital or decoded somehow thanks for any help

According to the Radio Reference database, the Manchester NH police department uses full time encryption for it's dispatch channel, and both of the tac channels. No scanner can monitor encrypted transmissions.

Click this link and scroll down to the Police heading. Anything in the "Mode" column with a capitol "E" means it uses full time encryption.

According to a good friend of mine in the department, all police channels (with exception of a detail channel) are Encrypted full time.

Thank you for that information. I kind of thought so but hearing it from you just assured me, I was right thank you again.
