In March 2004 WGY 908 FEMA Region 8, Denver was on 5135.0 at 0100 UTC with some other stations doing some kind of a net check in. The same evening I heard Parkhill secure voice on 5211.0

Most of the newer frequency allocations for these agencies are now either FOUO or classified. Even the licenses issued by some Federal agencies specifically prohibit their disclosure to those without a "need to know" and also disallow responding to requests for QSLs.

Only partially true; otherwise that list of Homeland Security freqs wouldn't have appeared in the last MT. And for FEMA, SHARES. Aero and other neat stuff that might be related to Frances, check here; these freqs have been known and tracked for many years now, though I'm sure any newer stuff is probably encrypted up to wazoo....
