How do I use Site ID's

I live in Sarasota County, Florida, and there are five sites.

I am trying to sperate fire from police on my PRO-96, and when I did it, I got only half of the channels.

Do I need to program all the channels in the five sites into each bank to get my talkgroups to work?

Are the different sites really relay sites, or can a jurisdiction use one site and not hear them on the other sites?

Please help me in how I program sites and how they work with talkgroups.
