So I took a trip today which ended up in Allentown PA.
First time I took the HP-1 on the road with the GPS.

I received Lehigh County calls, Bethlehem Public Safety, but NOT Allentown. NOTHING. The system did load, but I never received even one transmission.

I looked at the Sentinal Database.

Allentown has some conventional freqs, which are listed on RR database.
However, those freqs do NOT exist in the Sentinal DB!!

So what gives? NOTHING at all received on the Allentown system. I was downtown, adjusted the range, enabled all the service types. Not a peep!

Allentown's conventional frequencies are in the database (I just checked), but are in that large "Municipal Police/Fire" group in the RR database, so that's the 'Department' name they show under (within Lehigh County) in Sentinel.

No idea on the EDACS/Provoice system. Looks like most of the talkgroups (at least in the database) are analog. Wonder if there's been a change, that hasn't been submitted?

You are right, I found the conventional freqs.
But I never got any transmissions from anything Allentown.
I know there were transmissions, because I went to the Allentown Gun Show and it is a special event and there is lots of traffic for that.

If you were trying to listen to the Allentown Police dept, they switched to an encrypted provoice system last year. You can't monitor them anymore.
