Hurricane hunters coordination and weird NOAA images

Hi gang,
Local scanner fan turned me on to 123.05, which hurricane hunters seem to use, even if briefly, to coordinate their flights.

Also, has anyone noticed the NOAA geocolor sat images seem wrong; Metro areas known to be without power are still lit up (e.g. New Orleans).
Almost looks like they are using a static background of the earth and overlaying clouds on top?

The few times I played with receiving NOAA weather images and not recently, the raw data was expected to be overlaid on an earth image. That overlay process many have been just to improve the finished view in the application I was using. Maybe the finished product you were looking at was not a well done as usual.
