I don't know - I was extrapolating from the comments about EOC people not being asked, and thus not being allowed to take their "federal" equipment (it's For Official Use Only - so it's not official until they say it is). I would assume that if OHP (incident command at Gruber) wanted manpower, they'd ask OEM (who's sitting right beside them in the command center, according to the hams that I've talked to that worked there. All it takes is the head of OEM to put out a call, and all those emergency management people in W. OK and elsewhere are "activated" and can be put on the list to cycle in and out of Gruber (and elsewhere).
It sounds to me like either OEM thinks they have enough people (wrong - the hams that can get there are working to a frazzle) or he thinks he has enough people EXCEPT COMMS and he doesn't know that he HAS COMMS PEOPLE (despite the one that follows him around all day!). Or possibly he knows he has people, but thinks he doesn't have gear for them (not knowing about the Tulsa trailer, or the Great Plains guys, or all the "other" hams that will do just like the first set - and bring their own. They're doing everything with HTs and FM simplex!
