on ohio marcs and ses system im only hearing one side of the i calls. is this normal ?

Yes - ICall transmissions on a statewide system are only carried on the two towers that the radios affiliate with. So you are hearing the distant officer on your local tower - if you were in his area you would hear the other transmission only.

If both users are on the same tower, you'll hear both sides.

How does the end user hear the other person then? Wouldn't you think the tower would have to transmit both sides?

The remote user's tower only broadcasts the local user, and on your end you only hear the remote user. The local tower doesn't rebroadcast the local user since he doesn't need to hear himself ;>

Exactly, so unless he's too far away to hear the other guy on his mobile or portable, he should be able to hear both sides.

Hmmm. Actually, they could be one block away from each other and still affiliate to different towers, in which case he would only hear one side...

The distance per se doesn't matter (but is a factor). The deciding parameter is "Are they affiliated to the same site?"
