Do I understand that you do not have an ***external*** SWR/Power meter?

The Icom IC-7600 pertinent specifications are as follows.

Current drain / power consumption:
RX: 3 to 3.5 A
TX: Max 23 A

RF output power:
AM: 1-30 W
FM: 2-100 W
SSB (PEP): 2-100 W
CW/RTTY: 2-100 W
PSK: 2-100 W

Since the receive current is 3 Amps to 3.5 Amps and the CW (100 Watts) transmit current is 23 Amps maximum, when you say that the power supply shows 10 Amps (mode not specified by you), the PA (power amplifier) circuit seems to be doing something. Were you in SSB mode? If so, put the rig in CW mode, make sure the power setting is for full 100 Watts output, and then see what the power supply is showing while transmitting at 100 Watts. What is the reading now?

If you do not have an ***external*** SWR/Power meter, you really need one. It is a very good piece of test equipment. You should also be using a 300 Watt dummy load instead of the actual antenna. Do you have a dummy load? Please try to find a fellow ham with a SWR/Power meter to put between the rig and a 50 Ohm dummy load.

Let us know the answers to my questions. Thanks!
