Icall fluke?

I just heard Creek County Dispatch answer H-11 over an Icall (didn't catch the radio ID). I know for a fact CCSO does not use private call, and I am not monitoring Creek 7A (27408). Is it just a my scanner messing up? I'm monitoring Icalls on the Tulsa site via the 700000 code on a BC785.

I've seen mystery I-calls on other Uniden Scanners (mostly on a 780). It seems as though it might show as an i-call even though its really a group call. How solid is the signal from the CC at your location you heard that? The times I have seen it, I was on the fringe of the system or having interferrance from something else nearby.
