I have never monitored Federal frequencies before, I live in central Illinois. Are there any regularly active frequencies in the area or the state?

You might start with the frequencies in Federal Frequencies in Sangamon County. You could also try Chicago and St. Louis Federal frequencies.

Are those first FBI repeater freqs. correct? I've never heard of a repeater output in the 162 range and input in the 167s. Are they swapped around?
I don't know. That is a good question though.

The FBI used to run their repeaters that way - back in the '80's!! Around 1992 or so when they upgraded the encryption they went to the 163 inputs / 167 outputs...

Unfortunately there are still lists out on the Web, that have not been updated sinces the 80/90's and
are still being passed around as legit.
Chris is correct many 162/163/164 channels became the inputs to 167 Mhz Outputs.
In the 2000's They began to expand outside the 167 Mhz Output and have 167-174 Mhz Rptrs.

Check their normal set of UHF freq's.
