You just had the wrong piece of equipment.
But really most of Florida scanning pretty much sucks. So returning the scanner isn’t a bad move.

Lots of E in Lee County. I pick up all kinds of stuff in Charlotte. My kid who's a lieutenant here in the FD was over Sunday, and said my SDS200 sounds better that his county radio.

You can’t receive Lee County with a Whistler WS1040. Lee county uses a phase 2 system which the ws1040 can’t receive. You’ll need a scanner capable of receiving phase 2.

I’d return the scanner.

You may not want to even bother getting another scanner because much of Lee County is encrypted and can’t be heard with any scanner.

Scanning is not very much fun in much of Florida and isn’t really worth the cost of buying a scanner.

Do you know if LEO is full DE? I see some TGs of LCSO that are not encrypted.. could this be old?

Yes they are full time Encryption. The TGs you see in the clear are the old system for Lee County.
