Ok so I decided to download and try your Radio Feed application and see if that would tell me anything, the audio comes through fine on the loop in to laptop just like the full Proscan app but tells me the website is down or can't connect which is basically what the VLC app is saying as well when I try connect in a browser
Can you see what the outside IP address is then set the browser IP address to the same. Set the VLC to the same also.

Here is what does work ...I can enter the local IP shown in Proscan into the bing web browser on my phone and it works great as long as I am on my 2 acres but if I do the outside IP same way it will not connect and say website down or no internet and VLC app does not even take an IP address it immediately says this location cannot be played

Did you change your phone to use the cell data and not the WiFi data?

Inside network - Set phone to WiFi data
Outside network - Set phone to cell data

Go back and see if the scanner or computer IP changed. You may want to reserve IP addresses in the router for the scanner and computer so the IP addresses don't change . On my router, I setup the port forwarding using the computer name and not the IP address so I don't need to reserve an IP address for the computer.

{edit} Remember to switch your phone back to WiFi when accessing the server from inside your network.

Here is more crazy stuff that is happening, When I click into URL Audio Setup and Monitor tab ,,,,,all data looks great for roughly 8 seconds and then TCP not connected UDP not connected will appear and then go away in a few seconds
While this happens I notice the TCP number which was there blanks out as well as the UDP then both numbers pop back in and it cycles this way about every 8 seconds
The scanner IP info is correct in all places in Proscan setup and I have unplugged scanner, deleted the scanner IP and let it find my Netgear router again and it always pops back to 192.168.1.3 which it was before March 31 when all this chaos started.
I have gone step by step back thru How to Setup a Wi-Fi Stream (Feed) on the Uniden BCD536HP and Access it Remotely Using ProScan Web Server - Step by Step Instructions and it all look perfect, I just don't get it

Update as of 9:45 am is that I found the source of this issue as Firewall rules had blocked so new rule to allow fixed this but still cannot output via VLC app

That's it? No indication it works on the inside but not on the outside or anything.
I can see the IP and port using canyouseeme site but if I try and input the local IP shown on Proscan or the outside IP shown in Proscan I get absolutely nothing but a message saying this location cannot be found or website is down or has moved . The only thing working on the inside is when Proscan is running on web server mode I see my scanner and I hear my scanner thru the computer speakers and thats all

You had it working before on the inside accordingly to post #22. Get that working again. Go through the setup and double and triple check everything.
Remember this:
Inside network - Set phone to WiFi data
Outside network - Set phone to cell data

I'm going to delay my responses. You're not putting enough effort into troubleshooting.

Inside network - Set phone to WiFi data is now up and running as I had to change port setting in Proscan from 6000 to 9000 to make it happen and to clear garbled audio I had to uncheck the ethernet audio gain boost in Proscan audio

Outside network - Set phone to cell data and I get nothing but cannot be played or cannot connect when input the outside IP into VLC

Use canyouseeme.org to test that the router Port Forwarding is setup correctly. I bet that it will fail. Since you changed the server to port 9000, the router port forwarding needs to be changed to port 9000. Change it then retest with canyouseeme.org . Make sure the server is running when running the test.

I did that setup in the router as soon as I changed it to 9000 in Proscan and ran the test, it saw me on the outside port and actually let me type into my browser that IP and everything via the Proscan app began working fine and I took it near the Tenn line yesterday and hear it well for about 4 hours. After a while I noticed I had not hear any transmission so I checked it but it had lost connection and would not reconnect even after I restarted the phone as a last resort. Arrive home last night and checked the computer it was operating on and the image of the scanner on screen seen on Proscan was locked up, it was late and I went on to bed. Got up this morning and rebooted and all is well at the time of this post 8:45am est so I will run this all day and see what happens. I still cannot get VLC to operate with it like it had been doing for a year prior to Mar 31st when it went down when all I had to do was type in the http:// outside ip with the port and stream.m3u info so I have no idea what goes on there but for right now all is well except for a little garble with transmission thru the app that is not in the live audio coming out the 536 scanner.

On the VLC not connecting: I would double and triple check the IP address and port # are correct and no typos.

Finally I have achieved success!! In a nutshell I had a Firewall Issue that blocked Proscan and then after hour upon many hour came to the conclusion that my 8 year old router had a problem after consulting with my ISP so purchased a new one and then had to go and reconnect 12 components and port output changes. Then after still not being able to use VLC I took your double check everything and Lo and behold I was using a paste method to enter into the new stream window inside VLC and just by accident saw that the 1st digit had jumped one space over after the http:// so I typed the outside IP in the box and it now works great.

I cannot thank you enough for your patience and your time spent with me on my problems. It is much appreciated and I just want to wish you and yours all the best in this changing world.

This works with VLC for Android, your device must be on a differant LAN/WAN from Proscan

43.9.123.11 is ypur WAN address
You can listen to your scanner anywhere with your phone, with this method
