This is a weather broadcast out of Taiwan, CWB. Rather like a VOLMET station but for maritime traffic.

Ridgescan, for this one it was a CWB web page that is no longer active. THis staiton and freq came up on these forums maybe 6 months back and someone (maybe nickcarr?) found a pdf online with the details. Now that page with the pdf is offline.

5170 is also paired with 8117 kHz, I think there is a third frequency also, but I don't think I have heard that one.
