Issue between SDR and USB port

Hi, I am using a RTL-SDR V3 with DSD plus and for the last few months I've been getting a error message when I start up FMP 24-cc.bat that says that the SDR is in use.
When I start cc.bet DSD starts up waiting to hear from the SDR.

I've been searching around and can't find a solution to the problem.
has anyone else had this issue and been able to resolve it.
The steps I've taken to fix it.
1. Rebooting the PC
2. Trying a different USB port (it's on a laptop)
3. Trying SDR # to see if it's a software issue with DSD plus. The issue is still there.
4. Win 11 Detects me removing the SDR and plugging it back in.
5. I can see Win 11 removing it and adding it in under setting>bluetooth and devices.
6. I have tried replacing the SDR with a spare.
7. I have run Zadif and reinstalled the USB driver without ant luck.

From my testing it seems that the SDR is OK, the USB port is OK and DSD or SDR # are running OK.
I've run out of ideas.
So, can anyone suggest what I should do next, besides trying to install win 11 ?

Sounds like you need to run Zadig and reinstall your drivers. Then, you may have bad entries in your FMP24 file.
First, get your SDR working with like Sdr Sharp, then fix issues with DSD.
Check your cables and connections.

I've had the same problem but only with my Dell computers. All my Lenovos work fine for some reason. This fixed it for me.

Looks like I wasn't using Zadig correctly. I've now fixed that issue. These Youtube video explains how to run Zadig correctly.
