Issues programming BCD325p2

Good Afternoon.

I apologize ahead of time if any of the following does not make any sense as programming this scanner is completely new to me.

I am attempting to program this scanner for use with the Monroe County and also St Clair County systems in Illinois. They utilize the Statewide Starcom 21 system. The RR database shows that there are 2 sites within Monroe County, but the Waterloo site always shows NFM on any of the frequencies that I enter for that site. When I enter the Columbia site frequencies I seem to only get 2 signal bars. I live in Waterloo.

As for the St Clair County system, it shows that it is Simulcast. I have programmed all of the site frequencies in the radio. I do not get any signal reception and it always shows NFM. Even when I am inside of the county I barely get any signal.

I have the stock antenna and I utilized ARC XT software to program the radio.


Any help with getting this scanner programmed properly would be appreciated

If you get no signal, simulcast is not your problem. Simulcast issues occur with too much signal from multiple sites confusing the radio.

If you are within the jurisdiction and getting no signal, you are missing a control channel frequency, or something similar.

#1 Are you importing from the Radioreference Database with Software or are you hand programming the scanner?
#2 Are you programming the scanner as a trunking system or are you adding the channels as conventional?

I imported all system information from Radioreference within the software program ARC XT. I then deleted any TGID's that I did not want to be stored. I also manually entered additional frequencies ( not just the control and alternate channels)

It was entered as P25 standard, not conventional.

Should I be entering it as Conventional?

I get signal in some spots within St Clair County, but mostly it drops off and will say NFM.
