I have a Uniden BCT15 scanner that I previously programed useing the serial cable and the bctool software. My new computer does not have a serisl port so I purchased the Uniden USB PC Interface Cable, USB-1. I downloaded & installed the Prolific PL2303 chipset driver, connected the USB-1 cable which was recognized as a com port. I connected the cable to the BCT15 scanner and opened the bctool software. I clicked on "connect to scanner" and the software said it is connected but the scanner does not connect and I cannot read from the scanner. Any help that I can get is greatly appreciated.

Check your COM port configuration. It has to match your software for communication. Open your device manager on your computer and plug your usb cable into your usb port on your computer. It should then tell what port it is installed in, and give you the option to switch ports.
