if you bend the groundplanes on this upwards, and point it towards a site to monitor, could this also serve as a directional antenna, say like a parabolic type of deal, or would it have to actually need the dish behind.

No, and it would make a poor feed for a parabolic reflector.

IMHO ground planes are bent down like that to make a better match to 50ohm cable - otherwise with them horizontal the impedance would be nearer 75ohms.

Lowering the radials down from horizontal raises the impedance above 50ohms, when they are horizontal the impedance is generally lower than 50ohms.
