I'm hearing what sounds like Department of Juvenile Services or some kind of rehab facility on 151.220 CC15. Talking about moving students between the school, culinary school, gym, and visitation. Couldn't find this one in the database anywhere.

You'll need to submit your finding to the database for it to appear. Be sure to include applicable talkgroup ID(s) and slot(s) in addition to the frequency & color code you provided & the callsign for the license I dug up for you otherwise the submission may be rejected
Lastly I'd check the 2nd frequency listed on the license (154.040) for activity & if you confirm it's active, submit its info as well ;)

Ah I didn't look in FCC database under DC, I was looking under Maryland.

Juvenile Services (DJS) were (are?) planned to use FiRST but they don't seem to use FiRST yet.

That facility has a pretty hardcore detention section, visible from MD 32 across from the NSA.
