Actually, the extender frequency is 148.600 (and it's not a ham frequency--it's on loan from the national guard) and HP is using in conjunction with a frequency sharing agreement.
Repeaters are beamed from the site on UHF to the respective Troop HQ, they are not omni-directional like most people think--and some, like the Odessa repeater, pipe audio back to the troop by telephone line. You might be able to hear the following on your trip for short durations while within the beamwidth:

Mexico (Troop F) 456.525 103.5 Hz
Warrenton (Troop C) 456.575 151.4 Hz
Potosi (Troop C) 456.625 151.4 Hz
Knob Lick (Troop C) 456.175 151.4 Hz
Knob Lick (Troop E) 456.525 123.0 Hz
Remember, also, that Troop C is using horizontal polarization on their repeaters, so a vertical polarized mobile antenna will not work as well with cross-polarization loss . . .
