Kentucky Breaking news/Incident Page?

I noticed some states have their own Incident and Breaking News sub-forum. I was wondering if and how we could start one for Kentucky.

How would we go about doing it?

I think it would be a great thing to do one like the Maryland forum, for instance.

An admin could take the "?" off of your title, then make this post a sticky so it stays at the top of the forum.
