I had the same problem , are you using the com port cable or usb cable? . make sure you install the driver software for the usb cable . Before you connect the cable to the radio , start the mcp-1a program and be sure to select the proper radio ( click on - Radio - model select - then the proper radio (tm271a-1 usa) )
Port select (I dont know your skill level) make sure you use the correct port you can determine this by clicking on control panel --- system --- click on the hardware tab then select device manager scroll down to ports com & lpt. (com 1 should always be there). If you installed usb software there should be another com port added .I had a problem and still do at times, when using the com port on the computer, after ubplugging the cable it wont recoganize the port again so I uninstall the port - reboot and then it works again cant figure that one out yet . I have the usb driver I can send if you need it. Good Luck
