Key for program

I have a scanner that I have sold. I have a software that is the full program with keys. How do I transfer the key to the new owner?

You don't say which software program you have, but most prohibit any transferring of licenses (keys) that you have purchased for your use. If the new owner wants to use that same program, he needs to purchase a license for himself in his own name.

It is ARC 500. I thought I saw somewhere that the program was specific to the scanner that it was purchased for..

You may be thinking of the paid upgrades for DMR, NXDN for Uniden scanners. Those paid upgrades are keyed to a specific scanner and will always stay in that one scanner.
