NWS has the weather data "jusrisdiction". FCC regulates the frequency. DoD is also part of the team.
The NOAA website indicates FAA is in control of and operates the ASOS/AWOS. Because I heard a lighting report on the 126.425, that indicates the set up at KEYE is an advanced or upper tier ASOS station.
Hearing the lighting report I immediately tried to look at NWS KIND realtime radar and it was still broken, my first reporting that to NWS about 0200 when heavy rain woke me up and I could see no reflect or time movement on the national moving radar page.
A deeper dive indicates in this instance, NWS needs to notified FIRST then a NOTAM would be issued; NWS just said the site was dark some time this week and techs were working on it yesterday but he was not aware of the alternate freq being used.
