Anything in the Kansas City metro is vastly on the KC MARRS system.
KSICS is used in JoCo, WyCo, and so forth. However, not used for much of anything in the metro corridor counties due to KC MARRS. Regardless, the JoCo tower is indeed alive and well. JoCo ECC (30101) on MARRS dual-broadcasts dispatch from time to time on the Miami county fire KSICS talkgroup of 675 from the JoCo and MiCo ICS towers.
Douglas County has one or two talkgroups configured on the JoCo KSICS tower.

One thing to note is that the JoCo KSICS towers commonly serve Kansas Highway Patrol, KANG, KDOT, and AMR/EMS. On JoCo KSICS, from time to time, you will hear KHP Troop B, G and H key up on their primary dispatch channel. KHP Troop A is mostly on MARRS, but generally does have a bridge active between 1199 on ICS to/from 31501 on MARRS. KDOT's zones are hit and miss on JoCo KSICS for which are covered. I've heard KDOT Topeka district and KDOT Chanute districts come over JoCo KSICS in the past years.
KANG does come over KSICS from time to time, especially during severe weather season. They do a state wide broadcast of hazardous weather as it happens. Same with NWS in Topeka KS - i think they're on 1231 or 1232.
