I’ve noticed that while traveling from KC to central Ks via I-70 that I only hear the dispatcher (sporadically) except for the Turnpike TG, where I can hear the car traffic. Are troops A & B encrypted now? I understand that everything is slowly moving to encryption… Just trying to confirm if this is the issue.

I know Troop A went encrypted on the MARRS side but when I was listening to KSICS a couple weeks ago, I remember hearing dispatch traffic from Troops A & B although Troop A seemed not as active. I will listen in this week and see what I hear.

They're still clear down here in Troop F. Listening to them as I type this. They added a Records channel to each troop that is encyrpted, but the main channels should all still be clear. Maybe some of the other troops are doing what F did...did away with F2, moved everybody to F1, and the Wichita area is all supposed to use F-Metro.

Troop B also uses the Shawnee County TRS within the Greater Topeka area. You'll hear some Troopers call out on the KSICS system that they are switching to the Shawnee tower every now and then.

It sounds like Troop A (TG 1199) is partially encrypted. Dispatch can be heard, but not the field units. Can anyone the KC area confirm? The machine I'm currently using doesn't have my SDR setup.

A majority of the time, this is caused by dispatch multi-selecting a few talk groups. When they answer someone on another talk group, they are also transmitting on one you’re monitoring. KHP does this often.

Multi-selecting makes sense, especially if their center is short-staffed.
Sounds like it's dispatch only. A lot of PDs around KC did the same thing when they first switched over to "E".
I went back and reviewed the Broadcastify feed archives for the past two days, and only the dispatcher can be heard. I remember when the encryption wave hit the MARRS system. KHP dispatch (31501) is encrypted on the MARRS side, but who knows what's happening on the KSICS side. It could be what @firefive76 referred to, or they are in the beginning stages of locking things down to be compliant with the CJIS requirements.
