You might want to check again. I'm hearing plenty of in the clear voice traffic. I've only caught 2 channels that are fully encrypted.I have picked up P25 system 299-BEE00 on multiple sites but it’s always 100% encrypted on all talk groups.

Webb County went online on their new system away from GATTRS sometime last year. Webb S.O. is 100% encrypted. Only talkgroups in the clear that I've sporadically picked up are their Fire/EMS, special events (?) and constables (?) talkgroups.Stateside: Laredo is on their own P25 Phase II trunked system. Laredo Police use selectable encryption for patrol, but more often than not have it enabled. Events channels are in the clear, and everything else is strapped encryption. Laredo Fire uses selectable encryption for Fire and EMS Dispatch, and strapped encryption on Fireground. Webb County Sheriff is in the clear.
South of the Border: Bomberos Municipales de Nuevo León (Nuevo Leon Municipal Fire) is on the Nuevo León State trunked system listed above (despite the city being in the State of Tamaulipas), with Dispatch encrypted, and ops in the clear. Cruz Roja Mexicana (Mexican Red Cross EMS) and all Law Enforcement are on the strapped encryption national Tetra system. Nuevo León Municipal Police are simulcast on, and do have access to, the Nuevo León State P25 system if needed but are fully encypted.
