I programmed Lebanon PD and fire. PD keeps getting hits and showing VC channel frequency, but no talking. Occasional radio id displaying. What does this mean?

T means P25 Phase 2
TE means FULLTIME ENCRYPTION

As buddrousa stated what you describe is clearly encryption irrespective of what anyone says. LE in middle TN all seem headed that way and not just there but nationwide. Suggest continued monitoring to see if part time or full time. Would not be the least bit surprised if SO has converted as most all of middle TN has encrypted LE.
Part of scanning is learning and learning comes from monitoring. Recall it is a hobby and trial and error and learning from it is part of the game as is common courtesy.

Lebanon PD Main Dispatch is TG 1001 CLEAR
Lebanon FD Main Dispatch is TG 2001 CLEAR
Lebanon Public Works I think in the 3000s TGID range is also clear. All TAC and Ops channels are encrypted.

gotta remember, those E decisions are generally made in some ivory tower somewhere, based on the rose colored sales manual from their snazzy radio system. Then, one day, real life steps in and exposes their poor decision making.

That's part of the problem. Some (most) of the people in the ivory towers don't know how stuff like this works, yet the make decisions that have wide reaching effects on their department's ability to communicate. Most departments don't ever plan for the once in a career events (like the Chimney Tops 2 fire in Nov 2016), so they have no idea what it actually takes for agencies to talk to each other on the radio. Give it up to the Comm-Techs that try (usually in vain) to educate the higher ups.

I was just meaning multi-alarm fires from a neighboring jurisdiction. CT2 was a huge learning lesson for a lot of equities.

I suppose you could actively steer everybody onto a plaintext talkgroup, but it seems like a lot of work. Add in singleband radios as a cost saving measure and the options drop further.

Oh well, not negatively discussing encryption (don't spank me L), just a little confused about reality vs templating codeplugs. (shrugs)
