But alot of that could have been avoided if they had TRAINED together and PLANNED together. Just those 2 things would have exposed the problems and they could have planned for a working solution.
We have 9 Departments they got together and 8 went with the same Radio Format and Radio SOP's Department 9 went for cheaper radios and format and is on an Island by themselves.

That is the main selling point of a wide area trunked system. No going 6 pages deep in the Interop guide, things just work (generally)

These will be 8 Local Fire Departments all on 8 Individual 2 Slot DMR Repeaters with each Department having both slots for each department in each radio for Mutual Aid Calls.
