Is it possible to change the color of the flashing light that comes on when you have flash with power off or something like that on

What light are you talking about?
The RH LED is power/charge. It is either red or green.

The LH LED is configurable (under favorites/channels).

You can't change the flash color of the standby LED. You can however program your scanner to alert you when, a Channel or Unit ID is received, you receive a Close Call hit, an ID is transmitted with an Emergency Alert or you receive a Tone-Out hit. For each alert in the scanner, you can select from 7 colors, and 3 flash patterns. See here

The LED in your screenshot is the 'alert' LED (the one on the left). That can be changed by editing your Favorites list in Sentinel, or editing the channel through the scanner's menus. You can change the color, as well as setting it to blink rapidly, or slowly.

As John's already noted, the LED to the right is the 'standby' or power indicator LED. That one is Red when charging, Green if fully charged, and flashing Red is there is an error with the battery or charge process.

You can use any of the seven colors available, with, or without, setting a flash mode. I use red for fire, yellow for EMS, but you can use a different pattern. It's your choice. In general, if it's a "new" channel, that I'm trying to confirm, I set those to use white & a fast blink. But you can use whatever pattern you want.

I believe the OP wants to change the color of the led that blinks when you have the backlight always off. The heartbeat that tells you scanner is still powered on, even though display is dark. AFAIK there is no way to change this color to anything but white.

That LED will only be set to flash "White" (If that feature is turned on) when you set the display backlight off...
It is just an indication to let you know the scanner is still on and running when the display is off...

In other words... It will not show for example Blue for law enforcement or Red for fire with the backlight off...
Display has to on to see those colors...

You're right, maybe I misread what he was getting at. If so, then no changes are possible.

Any LED's running or flashing is a not enough of a drain on the battery to worry about...
Even with the baclight LED's off... The display itself is still running... You just can't see it...

That is correct...
Just the backlight is off... Thats with the scanner running... Not turned off...

So turning the LED's off (While the scanner is running) doesn't by you much more time before depleting the battery... Some but not alot...
