Lightning Coordinator?

During days like today on the LPNF (freak summer lightning storms and existing or new fires)), I hear chatter on the radio regarding the "Lightning Coordinator".

What does the LC do, and what are the qualifications to be one?

I tried to google it but no real good responses. I would venture to guess that a degree in meteorology would be required. I would further guess that the LC tries to forecast, the most likely places for a strike, and have people "on the ground" nearby. To immediately quench any fires before they get real big.

I thought maybe that the government has gotten so big that they now have a Lightning Coordinator to schedule when certain trees get hit by lightning :lol:
