I was listening to WISCOM and Lincoln county EMS, Sheriff were on. It was for that day only. Testing? Any thoughts.

I only saw the title Lincoln County Scan. Also heard Emergency Management state wide test. Did not catch any title or talk group.

If it said, "Lincoln County Scan" and you heard both EMS and Sheriff chances are it was talkgroup 35010. That talkgroup is used by WSP units that want to monitor the goings-on in Lincoln County. More than likely a WSP car was monitoring that talkgroup and affiliated to the WISCOM tower you were receiving as that is the only time you will hear those "scan" talkgroups.
