Does anyone know how many agencies actually provide live call information to the public?

Your best bet is look through the feeds on Broadcastify, if they are providing live feeds it is usually through them.

A data feed, a list of talk groups, I'm not sure what you mean by data.

I think you are looking for 'active calls'; am I correct? That will vary by the agency, Some do allow access to that data, others do not. You miight check that agency's website, to see if a link is posted.
In my area, several of the departments do provide that. Dallas Fire Rescue can be viewed here.
