The consideration was for patient privacy. Pretty much all police talkgroups (investigators, tactical and service channesl) are encrypted but for main dispatch talkgroups. Some times they'll have a need to broadcast information like names, dates of birth and social security numbers for warrant checks. So they choose to do this via encrypted channels.

Fire only has two, one is for arson surveillance the other is a fire command channel. The desire for fire command encryption was for coordination of family notification in the event of an injured firefighter (didn't want families to get unreasonably upset hearing a loved one was slightly injured and get blown out of proportion). There are very few radios in the fire service with full encryption (cost issues).
