I am new to the scanner world and would like any help at all , I have just ordered a new scanner and my sole purpose of that is to stream the RNC in St John's ,NL on this site. I just am having a hard time finding correct information on how to access their transmissions and if they are encrypted or not. Any help is appreciated

Unless something changed recently; RNC St.John's uses EDACS digital which cannot be any picked up by scannner currently on the market.
The RCMP are still EDACS analog to the best of my knowledge.

The RNC run off of the RCMP EDACS system, East of Gander is all EDACS Digital unencrypted and to the west of Gander is EDACS Analoge for the RCMP. Give it a couple years and the RCMP will be P25 digital unencrypted for the island and the RNC will again piggy back over their system but will be P25 with encryption. There is no way to decode the EDACS system currently in place for the RNC. As i work in the industry i have listened to the RNC and to be honest with you there is no much activity on there, most of the time is cellphone conversations taking place between dispatch and the officer for the interesting situations you would want to here, on the Avalon there is only one law enforcement freq you can listen to that has no digital transmissions on it and that is 159.120 which is the RCMP link between holyrood and conception bay north, you can pick that up throughout metro st. johns.
