Is

OpenWebRX on Raspberry Pi 4 a good platform? Or Better go with a windows 10 laptop or macBook air.?

I am mostly interested in HF band.

Is

Nooelec NESDR Smart HF Bundle: 100kHz-1.7GHz Software Defined Radio Set for HF/UHF/VHF Including RTL-SDR, Assembled Ham It Up Upconverter, Balun, Adapters & Cables A good KIT?

Welcome to the RR forums. If you decide to go the full laptop route, go with a PC (be it native Windows or Linux with a Windows VM). Far more SDR titles supported versus MacOS.

You will like them. Spent $60 for two dongles to monitor a simulcast VHF P25 Phase 2 system perfectly. Not spending $700 for a scanner when the SDR's are great. I can't take it with me leaving the office but for that price but who cares. I also like Trunked Recorder and slecting talkgroups to listen or going back to listen to something I missed.

The kit would work, but I prefer the RSP1B.

I have to tell you that a RTL-SDR is still a RTL-SDR whether it has Nooelec, RTL-SDR Blog labelling or some other place. It's 8 bit ADC is not going to help with HF signal reception. It's best for VH-UHF reception. All of the SDRPlay sdr's are 14bit and do well for HF weak signal.

That kit at Amazon Amazon.com is $129.95
An SDRPlay RSP1a at HRO SDRplay SDRplay RSP1A is 124.95. Sometimes HRO drops price to $119.95.

5 dollar difference.

Why pay $129.95 for 8bit ADC when you can save $5 and spend $124.94 for 14bit ADC?

I have both RSP1a and RSP1b. They work better than any RTL-SDR.
