okay, I thought maybe they were using the links as a secondary backbone throughout the county or something.

is the EOC open? or are these considered Malibu and Santa Clarita incidents? I didnt see any Disaster group activities.

Is it just a link for the county to use, or do Safety Police come on during incidents? I do see some other radios affiliated to the groups, but they arent talking, just monitoring.

Well, the "Safety Police" have not existed since 1998, and the reason the mutual aid and access channels are in their new codeplug is to allow the County Police officers to use them in mutual aid situations. They have been used quite a lot, most recently in the Santa Clarita fire. County Police units were 797 series callsigns. These channels are also monitored by the dispatch center.
