With 80+ ships waiting to be unloaded off the coast, I was wondering if they use specific marine/company radio channels to keep in contact while waiting for clearance to enter the ports? Marine/maritime radio is something I have not explored much.

Marine 16 for a very short conversation. If go beyond 30 seconds, switch off to another channel. Scan the whole M list.

USCG uses ENC, that varies per sector.

LA County uses a trunked system, some some agencies have moved over like Lifeguards. The LA LB ports are between 2 counties. Check for a Couple trunked commercial systems used by private companies doing various work.

Check the RR database LA & Orange plus LA City.

Some ships are running out of supplies & being abandoned at various points along the route to destination.

The ships are probably close enough to land that cell phones can be used for day to day NON navigational communications.

Most traffic back to the Ship Owner [Corporation] is Satphone [Voice and Data]

There maybe [YMMV] some 457/467 traffic on-board [Simplex and Repeater]
while the Ship would be in contact with the PORT, Harbor Pilots and USCG on Ch.16 and then moved to a working channel to pass traffic

Negative on Orange county.
The Los Angeles and Long Beach Ports are adjacent to each other, well within Los Angeles county.
