Is there a setting for scan delay so that I can hear a long transmission, It resumes before The transmission is over. Also wondering about scan resume delay is that adjustable to give a delay to hear a response? Or do I just keep having to hit the channel button? Thanks for all your help.

Each channel can be programmed with a delay. I think it can be set for -10, -5, 0, 1, 2, 3, 4, 5, 10, or 30. I might be wrong about a few of those numbers, but the ones with the minus sign will make the scanner resume scanning after however many seconds you set it to even if the transmission isn't over. 0 will set it to scan as soon as the transmission ends, and the others will make it wait for that many seconds after the transmission finishes.

First, some terminology may help.
Hold vs delay....

As Jethrow stated above, each department has a delay setting.
The amount of time the radio stays on the freq specified in the channel grant.
(Yes, a negitive number will 'force' the radio to start scanning again).
I think most use 2 seconds.... (YRMV)

On the system level, there is a hold time.
This is the time the radio will 'listen' to the control channel before moving on to the next control channel.
Recommended to be set at 0.
