If you simply want to monitor low band coming in from anywhere, sure. I’d imagine you’d get plenty of skip.

any recommendations on frq's?
For lots of skip freqs, go to the Radio Propagation forum. Guys are posting almost every day; business, amateur, military freqs, public safety.
I saw a report in low band skip forum that Maryland still my have some use of 44.74 for simulcasting helps from 700 MHz

Every jurisdiction in Maryland except Baltimore County, have switched over to a VHF or UHF Dispatch channel. And with the exception of SYSCOM on 44.74, most state agencies have completely abandoned Low Band and VHF Hi altogether for the State 700 Mhz system.
46.46 and 44.74 are the last 2 public safety lowband frequencies I still hear in use, 44.74 I just heard a few weeks ago. As far as business users in MD, TBH concrete in Hagerstown is still using 31.20, and 30.64 in the Frederick area. There may be more.
