The Waterbury, CT Police is on a trunked LTR Multinet system. Does anyone know if the signal is obtainable with a BC780XLT analog Trunk Tracker III scanner? I know that it is an analog signal but I don't know if this type of scanner is capable of receiving the LTR multinet type of system.

you cannot trunk track the Waterbury system with any scanner available today. There are ways to do it with 2 scanners and a computer (do a search on this site for "LTRTrunk") but you cannot do normal trunk scanning with just the 780.

Do you think there will ever be a scanner marketed that will receive LTR MultiNet signals if the demand for it increases?

don't bet on it.
No one seems to have heard of a new EF Johnson Multinet system in a long time. They are actually making radios for Motorola digital trunked systems. It doesn't make sense that they would offer products for their competitors systems if they think they have a better one.

You can listen to Waterbury on a conventional 800mhz scanner, but you'll be listening to ALL of the Waterbury departments inter-mixed. CG is right, don't bet on a scanner coming along anytime soon that will be able to track EFJ Multinet. You'll have to be close to the city to hear the mobiles and portables, but you should pick up dispatches.
