bear with me here. Somewhere, sometime in the past - (recently) - i ran across what i recall was an ITU document on manned spacecraft communications REQUIREMENTS.

it laid out exactly what had to be on board and even described the systems in place with the ISS and the Russian VHF downlinks.

anyone know / familiar with this document? I spent an hour today looking for it - could not locate it.

What I remember is that it literally laid it all out - "THOU SHALL HAVE A FM TRANSMITTER ON ### MHz" kind of stuff.

yes, this is in relation to the Dragon capsule.

This may not be what your looking for but Google
CCSDS 706.2-G-2 section 2.5 mentions some voice frequencies
