Manned Spaceflight Communications

bear with me here. Somewhere, sometime in the past - (recently) - i ran across what i recall was an ITU document on manned spacecraft communications REQUIREMENTS.

it laid out exactly what had to be on board and even described the systems in place with the ISS and the Russian VHF downlinks.

anyone know / familiar with this document? I spent an hour today looking for it - could not locate it.

What I remember is that it literally laid it all out - "THOU SHALL HAVE A FM TRANSMITTER ON ### MHz" kind of stuff.

yes, this is in relation to the Dragon capsule.

? (this is "deep space" - probably not what you are looking for). One thing I will add is that the ITU can write whatever requirements it wants, but there is no real penalty for not adhering to their "recommendations".
