Manually entering a frequency? (PRO-83)

How on earth do you manually enter a frequency without searching around or having to store it first? Everytime I push HOLD, enter the frequency, then push HOLD again, it just says ERROR, even if it is a frequency that has activity on it at the moment. The manual says to do those steps but it doesn't work. Sorry if this is a repeated question but I wasn't able to find an answer specific to my model.

You have to press function then E to get into program mode. Then you can put your frequency in and press E again to enter it.

Ah! I was following the instructions on pg 30, but I mistook "channel" for "frequency", hehe. Thanks guys.
