Maricopa County radio system upgrade?

Yes. As I understand it, 700 MHz is solely P25.

I've had a little wish list of sorts of what I'd like to see as far as monitoring MCSO for awhile. While I know that what I'd like to see (or hear) is unlikely to happen, here it is:

- Each district has their own channels, instead of just East, West and Lakes.

I'm primarily interested in just District 3, and would like to be able to listen to just District 3, without having to listen to District 2 as well, if I so chose to do so.
And East has 4 districts in it. I'm sure some listeners would like to listen to just 1 or 2 of them. (If you live in Fountain Hills (D-7), do you want to hear traffic in Queen Creek (D-6), or vice versa?)
Similarly, I'd like Lake Pleasant to have it's own channel(s) seperate from the rest of the lakes and the Salt River. I think there should be seperate District 5 Lake Patrol channels for Pleasant, Bartlett-Horseshoe, Saguaro, Apache-Canyon-Roosevelt, and the Salt River recreation area.

Maybe District 8, the "Mountain District", (formerly known as District 6 Parks & Trails, and before that they were the Maricopa County Park Police before being absorbed into MCSO) could have their own channel(s), maybe grouping some of the mountain parks together, like the White Tanks and the Sierra Estrellas. (Any Lake Pleasant district 8 deputies should probably work on the same main channel as Lake Pleasant district 5 deputies.)

Of course, increasing the number of channels like this, would require an increase in the number of dispatchers, so that's the main reason as to why this would probably never happen.

- The border between districts 2 & 3 should be at Camelback Road, instead of Northern Ave.

This would put the area around and west of Luke AFB, and all of the county islands in the west end of Glendale, in District 3, instead of District 2. This, to me, would make more sense, than the current border at Northern Ave, splitting Glendale between two districts. And, I could still hear calls in that area, without having to hear a call in Gila Bend or Tonopah or Laveen or some such, unless I specifically enabled District 2's channel(s).

- I would hope that encryption would be kept to a minimum. I would expect that detectives, SWAT and the like would be encrypted. But, I hope that the new dispatch, car-to-car, emergency, and tac channels, as well as the special detail/event channels, stay in the clear as they are now.

I'll tell you what they are very good at doing with these systems, which also explains even more why everyone wants their own instead of having to share and play nice with others, and that's hiding communications from the news media and general public. Literally hundreds of encrypted talkgroups are constantly active on these systems. What are they talking about on these encrypted channels? Only they know, but they are so paranoid that even the parking ops at Sky Harbor are encrypted now. Parking ops! Boy, I sure feel safer knowing that, don't you?

Anyone have any updates on this new system? Any control channels, talkgroups or a system ID?

I noticed a recent special temporary license the Maricopa County Scottsdale site for the non-rebanded 800mhz frequencies:
WQUB635 (MARICOPA, COUNTY OF) FCC Callsign Details
Effective: 11/10/2015 - Expires: 05/08/2016

Considering it expires in May 2016, it makes me think they are planning to have the new system online by then.

I also found this contract that ends July 31, 2016. Based on the timeline in this contract, they should be firing it up and testing very soon.

The new freqs are in my everyday scan list, and I have not heard anthing active yet. Since my last post, I see they have extended some of their other transmitter sites on the existing system until August 2016.

There are also 5 new 700mhz licenses since last time I checked. It seems that they are still building out the new system.
