Ok so I have read the post on licensing, and have looked at the link to the FCC license rules, but I am still kinda foggy on my this.

Basically I am looking to setup an emergency monitoring post, so I can respond to distress calls.

So, would I need a license for this, and what is the legality of it? I do have experience in the function of an EOC.

Yes a Land Station will require an FCC license

Thanks for the info, any idea on what might be required to get a license for a land station?

I might be getting an opportunity to transfer with my current employer, to an area on the east coast, and have always been interested in doing something like this.

A shore station license is going to be a hard sell unless you work under your fire departments umbrella, If you're looking to work Stillwater River the Barefoot Canoe guys are using FRS and marine portables because of the rock damns, if you're talking Miami River & everywhere else those bodies of water are covered by Flotilla 6-2 Contact and Meeting Information and they would definitely welcome a person with EOC experience, have fun.

Thanks for the info, I will keep that in mind on the FD thing. I hadn't considered doing this in my area now, because of low traffic volume.

It's absolutely do-able and I've done it for the same purpose. I had the radio connected to a tone remote and available to dispatch on the consoles.

You will want to apply for an FCL license in the MC (Maritime Coastal Group).

Frequencies available for use:
156.4500 16K0F3E 50W output (Channel 9 - Calling)
156.8000 16K0F3E 50W output (Channel 16 - Distress)
156.8500 16K0F3E 50W output (Channel 17 - for your internal EM boat ops, if you have any)
157.1000 16K0F3E 50W output (Channel 22A - you will need a letter of consent from your USCG communications officer serving your area)

You enter your information into ULS, including FRN. Upload the USCG letter as a PDF file.

"....so I can respond to distress calls."

Respond how? I recommend a close working relationship with USCG. (CG Aux member, or other vetted/recognized affiliation) The theater you are suggesting acting in, is THEIRS.

"I do have experience in the function of an EOC."

Maybe check with the EM when you relocate to see if the EOC has a volunteer corps of some sort.

I just saw this thread - but if the OP's QTH is correct - you are not even close to either Lake Erie or the Ohio River.

Did you plan to do this on some other lake/river? if so , use of marine radio on most Ohio inland water is nil pr nearly nil.
