Maritime operations frequency in central AZ

For several months now, I've been hearing the National Oil Spill Response chennel, ostensibly licensed out of southern Alaska [WPCE 555], on 454.000 MHz near Lake Pleasant. Repeater is Morse ID only and no other signals noted.

It is also licensed to a 2 State [Arizona - Mohave County and Nevada - Clark County] trunked system, but I am not receiving the tow company trunked there.

Anyone have an idea what it is?

And its not Southwest Gas? They have it registered for multiple points around the valley under several licenses.

When I ran it through our DB and ULS, it never came up as SWG. Interesting that I never hear data or voice transmitted on it when I've listened to it.
